Domains block list provides a stricter level of tab control.
When enabled, only one tab is allowed across all webpages for each domain in this list.
Subdomains, except ‘www.’, are treated as a different domain from the main domain.
For example: blocking ‘google.com’ will only allow one tab open with a URL beginning with ‘https://google.com/…’ or ‘https://www.google.com/…’.
But tabs with, say, ‘https://inbox.google.com/…’ or ‘https://drive.google.com/…’ will not be blocked, and be treated as normal.

(i’m not sure that it is actually preventing ‘duplicate tabs’)
(and some ‘keyboard shortcuts’ don’t work)
