In Premiere Pro, VBR 1-Pass (Variable Bitrate, 1-Pass) means the encoder analyzes and compresses your video “on the fly” in a single sweep.

It adjusts the data rate based on scene complexity, but it cannot look ahead at future frames to optimize where data goes, making exports faster but slightly less efficient than 2-pass.

It raises or lowers the bitrate dynamically as it meets simple or complex scenes.

No foresight:

Because it does not scan the timeline beforehand, it can occasionally misjudge sudden motion changes or flashes, leading to minor quality dips or less precise file sizing.

VBR 1-Pass vs. VBR 2-Pass

VBR 1-Pass:

Faster export times, good for quick drafts, simple talking-head videos, or when using hardware-accelerated encoding.

VBR 2-Pass:

Scans the whole video first to map out complexity before encoding on the second pass, yielding higher quality and better data distribution at the cost of double the export time.
